You will find an update of the news on page
And the winner is: WindowBuilder
In the Visual Editor Project home page you still can read that the project “is migrating progressively to Eclipse 3.3 (Europa)”.
Indeed many of you may have had more than a problem when trying to install VE on Eclipse 3.4 (Ganymede) or on the upcoming Eclipse 3.5 (Galileo).
Well, the years of troubles seems to be gone and Eclipse Visual Editor is again with us!
In this short article we will see how to install the latest VE 1.4 on the Galileo release, which, by the way, is equipped with the best update mechanism than ever.
Ok, download Eclipse Galileo from the Eclipse.org dowload page, extract it to your file-system and launch eclipse.exe.
Go to Help -> Install New Software…; press the “Add…” button and add the VE Update site as pointed out in the VE/Update wiki page:
Name: Visual Editor
Location: http://download.eclipse.org/tools/ve/updates/1.4
press OK button and wait for the resultsselect tools.ve 1.4.0 N200905080602, press Next button and follow the wizard to complete the installation.
Restart Eclipse at the end and verify that VE is being successfully installed:Other posts will follow this in order to show an effective use of VE.
Stay tuned.

the Visual Editor Project was archived in june 2011. Now it seems that also its update site has been dismissed.
However it has been (very well) superseded by WindowBuilder. Here are useful links:
